Coalition has 3 Workgroups:

  1. Education & Outreach: focuses in increasing awareness of the coalition and substance use/abuse through education, event participation, and social marketing.
  2. Data: monitors, analyzes, and informs on data for substance use in Defiance County.
  3. Harm Reduction: assist with and share resources for treatment and harm reduction of substance abuse.

The strategic planning process began at the Q1 DFC Meeting in January 2025. At the Q1 meeting, the workgroups (Prevention Education & Outreach, Data, and Treatment & Harm Reduction) were given time to brainstorm 2-3 objectives for the workgroup to work on through December 31, 2027. To assist with the objective creation, the groups were provided with “strategic planning cheat sheets” that included the goals from the 2022-2024 strategic plan, the data from the SWOT analysis, and information on how to write SMART Objectives. The workgroups will provide updates on their objectives at least quarterly, and the updates will be shared at quarterly coalition meetings. 

The Defiance County Drug Free Coalition meets quarterly. Meetings are held from 8:30 – 10:15am at the Defiance County EMA building, 22491 Mill St, Defiance, OH 43512.

Smokefree Workplace Law

Changes to the Smoking law, Revised Code 3794.01 and 3794.03, were enacted by the Ohio legislature on Sept. 30, 2021. The definition of smoking was updated to include electronic smoking devices (e- cigarettes) and vapor products. This means that individuals using e-cigarettes or vaping products can no longer use them inside. Restrictions on outside use are the same as other tobacco products, such as cigarettes.

Major points of the law include:
• No Smoking signs that include e-cigarettes/vaping products must be posted at all entrances/exits.
• No smoking inside which means no e-cigarette, vape, cigarette, cigar, hookah, or other smoking allowed.
• Remove all ashtrays from no smoking areas.
• Like the exemption for a retail tobacco store, a new exemption for retail vapor stores may be requested. Additional information on eligibility and the process to apply for an exemption will be available at https://odh.ohio.gov/know-our-programs/smoke-free-workplace- program/resources/exemptionsfromthesmokefreeworkplacelaw.
Signs for posting near entrances and exits can be downloaded or ordered from the Ohio Department of Health’s website at: http://ohionosmokelaw.gov or can be customized to include a local health department or management phone number in addition to the toll-free hotline number.

Smokefree Workplace Law

On May 3, 2007 the enforcement for the Smokefree Workplace Law began. You can find a copy of the law and rules at the  Ohio Department of Health website along with information to assist businesses in developing policies to address smoking issues and help employees to stop smoking.

If you would like to file a complaint, you may do so by supplying the following information either by mail, e-mail, or the toll free telephone number.

  • Name of business or individual in violation
  • Address of business or individual in violation
  • County where the business is located
  • Alleged complaint
  • Date of violation and approximate time

The Hidden in Plain Sight (HIPS) display is a mock teen bedroom with items that show that substance use can be “hidden” in plain sight. Items found in the display can be used to hide substances, items that might suggest substance use, and everyday items. 

This display is available for parents, teachers, and other adults who work with youth.

Too often, unused prescription drugs find their way into the wrong hands. That’s dangerous and often tragic. That’s why it was great to see thousands of folks from across the country clean out their medicine cabinets and turn in – safely and anonymously on Drug Take Back Days in April & October.

The Defiance County Health Department received a Tobacco Prevention Grant, which includes funding to collect data as part of the program. The goal of the survey is to explore youth awareness, attitudes, and behaviors related to tobacco use and tobacco control policies, and to assess how these policies influence tobacco-related behaviors and perceptions among young people.
